My workflow for vegetation usually consists of using Zbrush to sculpt and texture out a few different variations of leaves. I'll browse the net to find a good image of the leaf that I am looking for to work as a mask and an alpha for the leaf veins. Once the shape and details of the leaf are made, I then go into photoshop and texture the leaf further. I use multiple materials that come out of Zbrush to add in detail and to work as masks during the texture stage. Once textured, I take the leaf into 3Ds Max and cut out the leaf shape to make as a high poly version which will be used to make the branches.
